In order to recover from a dog owner in New York,
you must be able to prove that the dog had a "vicious
propensity" AND that the owner knew, or should
have known, of the dog's vicious nature. An example
of vicious propensity is knowledge that the dog has
bitten someone before.
You can find out information about a dog's history from the Dog Warden, animal control officers, neighbors, or local
law enforcement agencies.
